CLI began its operations based on its principals having ownership interests in ten facilities leased to State Governments in Kentucky, Michigan, Missouri, New Mexico, Texas and Virginia beginning in 1999. Since its inception, CLIs unique Finance Lease structure ("The CLI Lease") was crafted to provide costs to Developer/Operators that are generally lower than traditional financing and high-cost equity.
